PWD Rights Day
The National Conference on “Strengthening Government-NGO Partnership for the Rights of Persons with Disabilities” was held at the Government House. The UN General Assembly has decided to mark December 3 as the International Day for the Protection of the Rights of Persons with Disabilities. This day is celebrated around the world for the 26th time since 1992. In 2018, all countries that have acceded to the UN Convention are celebrating this day under the theme "Ensuring the participation, equality and empowerment of people with disabilities." On the occasion of the International Day for the Protection of the Rights of Persons with Disabilities, the Ministry of Labor and Social Welfare and the National Agency for the Development of Persons with Disabilities organized a national forum on "Strengthening Government-NGO Partnership for the Rights of Persons with Disabilities". The forum was attended by more than 700 delegates, including members of the Parliament, the Government, central and local governments, non-governmental organizations, international organizations and the private sector. During the forum "Strengthening Government-NGO Partnership for the Rights of Persons with Disabilities", the issues of ensuring the rights of persons with disabilities, in particular their employment, equal access to education, and the creation of an accessible infrastructure environment, were discussed. Keynote speeches were made and discussions took place. They also discussed issues related to the implementation of the rights of citizens with disabilities, their right to vote and to be elected. By doing so, we aim to bring the issues of PWDs to the attention of the Government and the public, and to clarify ways to address them and joint participation. As a result of the consultation, the following recommendations were made to the relevant government and NGOs, starting from the three levels of government. 1. To the President of Mongolia: to take certain measures to ensure the implementation of Decree No. 128 of September 9, 2018; 2. To the State Great Hural of Mongolia: to establish a non-staff council of persons with disabilities under the Speaker of the State Great Hural, to give them an opportunity to vote on policies and legislation and reflect their issues; Introduce a new provision in the Law on Legislation to ensure that the draft law is based on the views of organizations of persons with disabilities; Laws to be discussed by the Parliament in 2018-2019, in particular the Law on Tenders, the Law on Social Insurance, the Law on Procurement of Goods and Services with State and Local Funds, the Law on Taxation, the Law on Support of Small and Medium Enterprises and Services, and the Law on Social Welfare. To organize work to reflect the views of organizations of persons with disabilities in the process of drafting and discussing the Law on Education and the Education Package; To include representatives of persons with disabilities in the Parliament by allocating 2 out of 76 constituencies to the Parliament;
3. To the Prime Minister and the Government of Mongolia: To repeal Resolution No. 289 of September 14, 2018, which transferred the part-time Council for the Rights of Persons with Disabilities to the Prime Minister of Mongolia, and re-establish the National Council under the Prime Minister of Mongolia. ; Guided by Article 25.2 of the Law on the Rights of Persons with Disabilities, the National Housing Program should include proposals from other organizations for persons with disabilities to establish welfare housing; 4. Relevant governmental and non-governmental organizations: To harmonize the legislation of the respective sectors with the concepts, principles and provisions of the Convention on the Rights of Persons with Disabilities and the Law on the Rights of Persons with Disabilities; Coordinate the activities of the non-staff sub-council to ensure the rights of persons with disabilities; To organize the implementation of the Law on the Rights of Persons with Disabilities; Ensure the implementation of legislation related to people with disabilities, and ensure that other activities are contracted out to NGOs with people with disabilities; Ensure that the government evaluates and implements the knowledge-intensive content, research, methodology, and advisory services provided to NGOs; 5. In the field of education: Develop and approve a national program on inclusive education. Allocate the necessary budget to ensure the implementation of the program; Amend the education package with the participation of organizations of persons with disabilities in accordance with the Convention on the Rights of Persons with Disabilities and the concept and principles of the Law on the Rights of Persons with Disabilities; Stop the opening of special classes under the guise of “equal inclusion” of children with disabilities; Real work with professional organizations to ensure equal access to children with disabilities; Government and NGOs to provide school and kindergarten teachers with skills to work with children with disabilities
